Prima il Leviatano comunista, poi la democratizzazione, infine il riflusso autoritario che ci riporta all'immagine di uno stato forte e centralizzato. Questo libro esplora invece la storica debolezza dello stato in Russia in due giunture chiave: il rapporto tra il centro e le periferie e tra potere politico e potere economico. Suo oggetto principale sono le elite locali del potere che già in epoca sovietica facevano perno sui manager dell'industria di stato e sui quadri locali del partito comunista. Esse controllavano intere città e regioni del paese come propri «domini feudali» rappresentando la vera spina nel fianco del potere centrale, da Stalin a Gorbachev. Con il crollo dell'URSS tale fenomeno si è accentuato facendo parlare appunto di feudalizzazione del paese e di «cattura dello stato». Attori centrali ne sono stati da un lato i governatori regionali, i cosiddetti baroni, e dall'altro gli oligarchi dell'economia privata. Centrata sulla lotta a questi soggetti, la presidenza Putin non può essere adeguatamente compresa con la categoria dell'autoritarismo, che presuppone l'esistenza di uno stato pienamente sviluppato. Putin persegue piuttosto una strategia di concentrazione del potere paragonabile a quella delle monarchie assolute della prima età moderna. Per analizzare la Russia contemporanea al di là dei miti il libro propone dunque una «mappa storica dello sviluppo politico europeo » che abbia al suo centro il tema dello stato e dello state building.
