Es ist keineswegs so, dass nur 'die Verhältnisse' schuld seien an den Schwierigkeiten beim Über gang in Ausbildung und Beruf, dass sie durch Sachzwänge nicht veränderbar seien und dass der oder die Einzelne diesen Sachzwän gen hilflos ausgeliefert sei. Die Verhältnisse kann man ändern, und die Individuen können als handelnde Subjekte auch ihre Handlungs spielräume ausschöpfen und zu einer Veränderung dieser Verhältnisse beitragen. Aufgabe der an diesem Prozess beteiligten Institutionen sollte es sein, die Jugendlichen bei der Aktivierung ihres eigenen Potenzials zu unterstützen - sie also zu fördern und zu fordern.…
