Bu fabrikalar ozel kisilere satilmaliydi. Devlet fabrikalari hem cok masrafliydi, hem de ozel sanayii bogmaktaydi. Bugun butun dunyanin buyul bir hassasiyetle uzerinde durdugu basin ve yayin hurriyeti hakkinda bir mutlakiyet hukumeti idare eden Ali Pasa'nin gorusleri hakikaten cok ileridir. Ona gore hur basin yalniz hatalari duzeltmek istemeyen hukumetleri korkutur. Fikir kuvvetle ezilemez. Fikri, kuvvetle ezmek ve halkin dusuncesini kisitlamak sadece isyana ve fesada sebep olur. Basin hurriyeti Ali Pasa'ya gore kotuluklerle savasmak ve iyiyi himaye etmek isteyen her hukumetin en tabii yardimcisidir. Bugun bile ekonomistlerin ve yoneticilerin ongordugu bu tavsiyeleri Ali Pasa'nin bundan yaklasik 130 sene once yapmis olmasi, kendisinin ne kadar ileri goruslu bir devlet adami olduguna buyuk bir delildir. Bu ornekleri elden geldigince genisletebiliriz ama, bunu kitabi okumak isteyenlere birakmanin daha dogru olacagi kanisindayiz.
