First edition. Inscribed by co-author Abram L. Harris. The work is "an effort to set forth descriptively and analytically the results of a study of the American labor movement in. the relation of the dominant section of the working class to the segregated, circumscribed and restricted Negro minority." Abram L. Harris (1899-1963) was an economist and social critic, one of the first prominent African American scholars in the field. Harris was head of the economics department at Howard University from 1936 to 1945, when he became a professor at the University of Chicago, a position he held until his death. Sterling D. Spero (1896-1976), co-author, was professor of public administration at New York University, a specialist on employment in public service. Laurence J. W. Hayes was a government worker and journalist based in Washington, DC. A native of New Orleans, Hayes received his MA in history from Howard University and went on to publish The Negro Federal Government Worker in 1941, an examination of the systemic barriers faced by African American employees in the federal workforce over the preceding half century.
