Je mehr sich die wirtschaftlichen Verhältnisse Europas stabilisieren, je tiefer sich der Frieden verankert, desto mehr verlieren die Demagogie, die Verantwortungslosigkeit und der Putschismus der Bolschewisten an Boden (.) Der kommunistische Einfluß auf die europäische Gewerkschaftsbewegung ist (.) verschwindend gering im Vergleich zu der Rolle der Organisationen des IGB. Er ist hauptsächlich agitatorischer Natur, organisatorisch dagegen ganz schwach.
