ABOUT THE AUTHOR: Dr. C. Nagaraja Rao received his M.A. degree (1980) and Ph.D. (2010) from S.V.University, Tirupathi. Rao served as Deputy Field Officer (Tech) in the Directorate General of Security, Government of India (197678). He joined the Government of Andhra Pradesh as Municipal Commissioner in 1979 and served in various capacities till his retirement as Additional Director.
