The new governing arrangement is certainly necessary in view of apparent inadequacy of top-down bureaucratic governance alone in fulfilling the public purpose which is partly due to the limited stakeholder participation in collective decision making and/or implementation. Collaborative governance has thus emerged as a promising alternative to traditional management in addressing contemporary complex problems. This research draws on health services collaborative governance experience of two Councils in South Florida as a case of effective collective impact. The findings based on extensive qualitative and quantitative data suggest the Councils are more similar than different in variables of collaborative governance.
