Intellettuale poliglotta, latinista e corrispondente dell'Avanti!, fu amico di Arturo Labriola ed Enrico Ferri. Concepì il sindacato non solo come strumento di lotta salariale, ma come presidio educativo e civile per la classe operaia. Nato da una modesta famiglia artigiana, dopo l'abbandono degli studi in Seminario e il servizio militare, entrò nel socialismo militante. Dai primi del Novecento guidò gli scioperi di tessili, pastai, panettieri e mugnai, dirigendo il periodico La Favilla. Guidò l'amministrazione comunale di Nocera sia prima dell'avvento del fascismo sia dopo la sua caduta. Durante il regime subì dure persecuzioni e una condanna al confino, che lo costrinse all'esilio tra Londra e Zurigo, dove diresse L'Avvenire del Lavoratore. Visse poi un lungo soggiorno ad Ancona, dirigendone la Camera del Lavoro.
