Dies gilt besonders in einer zunehmend dynamischeren und sich immer schneller verändernden betrieblichen Umwelt. Dabei verlassen sich viele Unternehmen nicht nur auf das innovative Potential von Führungskräften und Mitarbeitern aus den Planungs- und Entwicklungsabteilungen, sondern versuchen die Erfahrungen und das Kreativitätspotential aller Mitarbeiter, gerade auch auf unterster Hierarchieebene, zu nutzen. Das Betriebliche Vorschlagswesen (BVW) ist eine relativ alte und etablierte betriebliche Einrichtung, die genau diesem Zweck dient. Die Grundidee besteht darin, dass Mitarbeiter Vorschläge zur Verbesserung von betrieblichen Abläufen einreichen können und als Gegenleistung dafür eine finanzielle Anerkennung erhalten. Welche Bedeutung das BVW für Unternehmen hat, zeigt sich nicht zuletzt an den dadurch erzielten Einsparungen. Die 425 Unternehmen und Öffentlichen Körperschaften, die sich an der Umfrage des Deutschen Instituts für Betriebswirtschaft (DIB) im Jahre 2001 beteiligten, gaben zusammen Einsparungen in Höhe von 1,25 Milliarden Euro an (DIB 2001, 1).Der Erfolg eines BVW steht und fällt mit der Teilnahme der Mitarbeiter. Entscheidend hierfür ist zum einen die Fähigkeit der Mitarbeiter, Probleme zu erkennen und Lösungen für diese zu finden, zum anderen die Bereitschaft, sich am BVW zu beteiligen. Letzterem gilt das Interesse dieser Arbeit. Im Mittelpunkt stehen die Gründe, die einen Mitarbeiter zur Beteiligung am BVW bewegen, die Hemmnisse, die ihn davon abhalten sowie mögliche Einflussfaktoren darauf. Zentrales Anliegen dieser Arbeit ist es, das BVW als betriebliches Phänomen und die Bereitschaft der Mitarbeiter, sich daran zu beteiligen, im Rahmen einer geeigneten soziologischen Theorie darzustellen und zu erklären. Der Weg von der Entstehung einer Verbesserungsidee bis zu ihrer Umsetzung lässt sich als ein Innovationsprozess mit mehreren Phasen darstellen. Diese Arbeit konzentriert sich im Wesentlichen auf den Schnittpunkt zwischen den beiden Phasen der Ideengenerierung und der Ideenakzeptierung. Die Wahl dieses thematischen Schwerpunkts bedeutet nicht, dass die anderen Phasen als weniger wichtig erachtet werden. Vielmehr beruht dies auf der Notwendigkeit einer inhaltlichen Eingrenzung der Arbeit. Gang der Untersuchung:Im ersten Teil dieser Arbeit ist es notwendig, die grundlegende Funktionsweise des BVWs darzustellen. An dieser Stelle sollen auch ausgewählte betriebliche Einflussfaktoren in Bezug auf die Teilnahmebereitschaft der Mitarbeiter sowie wichtige Weiterentwicklungen des BVWs erläutert werden. In der einschlägigen Literatur zum BVW werden diese Weiterentwicklungen immer wieder vorbehaltlos als die Lösung aller Probleme angepriesen. Diese Arbeit plädiert für einen kritischen (nicht ablehnenden!) Umgang mit ihnen und möchte auf die damit verbundenen Risiken aufmerksam machen. Im zweiten Teil der Arbeit soll die Ausarbeitung eines theoretischen Rahmens erfolgen, mit dem sich das BVW und die Teilnahme der Mitarbeiter daran erfassen lassen. Zentral wird dabei der Begriff des Tauschs sein. Besondere Aufmerksamkeit erfahren die Interessen, die Mitarbeiter mit dem Einreichen eines Verbesserungsvorschlags verfolgen bzw. die Gründe, die sie von einer Beteiligung abhalten. Ins Blickfeld rücken damit auch Maßnahmen zur Steigerung der Teilnahmebereitschaft am BVW. Dem Autor dieser Arbeit ist es wichtig, sich nicht nur theoretisch mit einem stark von der Praxis geprägten Thema auseinander zu setzen. Aus diesem Grund besteht der dritte Teil dieser Arbeit aus einer empirischen Untersuchung, in deren Rahmen eine qua. 156 pp. Deutsch.
