Condition: Very good. Washington, March 10, 1930., 1930. Very good. - A large 13-1/8 inch high by 8-7/8 inch wide sienna toned photograph of the Polish ambassador Tytus Filipowicz by Harris & Ewing. The photograph portrays Filipowicz in profile from the hips up. Attired in a dark suit over white shirt and tie the ambassador is looking out a deeply seated window. The photographers' credits "Harris & Ewing / HE / Washington" are embossed in blind in the wide margin under the image. The ambassador has boldly inscribed the photo to future U.S. Congressman Seymour Halpern "To Seymour Halpern with good wishes of success from T. Filipowicz / Washington 10-3-1930". The inscription, penned in the lower margin, slightly extends into the image. The bottom corners are slightly chipped with a tiny tear to the top edge. Once mounted, there are paper and glue remnants along one edge of the verso. Very good. The Polish politician and diplomat Tytus Filipowicz (1873-1953) worked as a coal miner and became a socialist political activist. He was active in the Dabrowa Workers' Committee from 1895 on and became a member of the Polish Socialist Party. Filipowicz edited the miners paper "Gornik". Arrested by the authorities in Dabrowa, he fled to Warsaw, which was then under Russian rule. He accompanied Jozef Pilsudski to Japan in 1904 and was subsequently arrested by the Russian Empire in 1905. Filipowicz served as Polish Minister of Foreign Affairs for a few days and was later appointed as Polish ambassador to Georgia but did not assume his post as he was again arrested following the Soviet invasion of Georgia. Following the treaty of Riga, he became the first Polish charge d'affaires to the Soviet Union and later served as a diplomat in Finland and Belgium and as ambassador to the United Sates from March 1, 1929 through December 17, 1932. The Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.…
