La riflessione sulla qualità dell'ambiente urbano impli…ca dunque necessariamente il ripensamento dei modelli teorici e delle strategie d'intervento; e richiede, inoltre, una nuova attenzione ai problemi dello spazio urbano: lo spazio come fattore della struttura complessiva della città, come dimensione della politica urbana, e lo spazio come luogo collettivo, come forma dell'ambiente pubblico. Per entrambi questi aspetti quello di struttura complessiva e quello di luogo collettivo si pone infatti, in modo sempre più pressante, il problema del raggiungimento di un'adeguata qualità urbana. Su questi temi centrali Metropoli e qualità dell'ambiente raccoglie idee e proposte per rivedere le concezioni superate, fornisce spunti, indica strade da percorrere, presentando numerosi saggi di studiosi fra i più significativi del panorama internazionale, introdotti ed intervallati da contributi specifici di Emanuela Belfiore e Roberto Cassetti, i due curatori che hanno solle citato e coordinato la riflessione su tali argomenti. Idee, spunti e percorsi, sono stati applicati infine su un caso concreto quello dell'area romana visto come laboratorio per suggerire soluzioni e per formulare proposte che migliorino le politiche della città e la qualità dell'ambiente urbano. Oggi insegnare e fare ricerca in urbanistica, soltanto per formare architetti ed ingegneri più consapevoli nel campo della pianificazione, sapendo che così non si formano veri pianificatori, ma solo architetti ed ingegneri migliori, non può essere pienamente soddisfacente. La disciplina è cresciuta ed occorre, e la si sta fondando, una scuola specifica. Pianificazione territoriale, urbanistica ed ambientale vuole essere una sede di dibattito autonomo, ma che affianchi questo processo, e non è un caso che le si sia voluto attribuire la stessa denominazione di quella che sarà la nuova facoltà.
