Er war in den Weimarer Jahren aber zugleich Reichstagsabgeordneter und Mitglied des Vorstands der SPD. Im Hintergrund war er an der Abfassung vieler historisch bedeutsamer Texte beteiligt, z. B. an der Rede von Otto Wels gegen Hitlers Ermächtigungsgesetz 1933. Eine wichtige politische Rolle spielte er in der Exilzeit während der NS-Diktatur in Prag, Paris und New York, bevor er - 1948 zurückgekehrt - die Entstehung und frühe Entwicklung der Bundesrepublik kritisch begleitete.
