It discusses the concept of legibility versus brevity in shorthand, arguing that due to improvements made to shorthand over the years in order to include more phonetic detail and information, the Pitman system had become less useful in recording speech because it took more time to write each word. The author posits that a system of shorthand can be created that is both legible and brief at the same time. The author of this text, W.H. Barlow, believed his shorthand system improved upon the existing Pitman system and allowed for a greater level of efficiency and brevity in writing. Barlow's system was created with the intention of including the advantages of connective vowel systems with the brevity of non-connective vowel systems, and it accomplishes this with a series of horizontal vowel strokes which add variety to the consonant outline without sacrificing brevity.
