Quando nel 1887 fu introdotta in Italia una tariffa doganale fortemente protezionista, si formo' un piccolo movimento d'opinione risolutamente avverso alla politica di protezione daziaria e d'intervento dello st…ato nell'economia. Composto non solo da importanti economisti, per due volte, nel 1904 e nel 1913-14, esso cerco' senza fortuna di dotarsi di una struttura organizzativa, per meglio combattere il protezionismo doganale e i privilegi di quei gruppi economici che ricevevano sostanziosi aiuti da parte dello stato. La rigida supervisione dello Stato durante la prima guerra mondiale, la lentezza con cui, a conflitto concluso, si provvide allo smantellamento della "bardatura di guerra" fornirono nuovi stimoli ai liberisti italiani, tanto che nel novembre 1922 essi riuscirono a darsi finalmente uno stabile assetto organizzativo grazie alla volonta' di Luigi Einaudi e Edoardo Giretti che formarono il Gruppo libero-scambista italiano, raggruppamento indipendente dai partiti politici che raccolse un centinaio di adesioni, ma la cui azione si dissolse quattro anni dopo a causa della politica repressiva fascista. Questo documento riguarda la mozione presentata dal Gruppo libero-scambista italiano ai due rami del parlamento che si sarebbero riuniti rispettivamente il 16 e il 19 Maggio 1923 per discutere le nuove tariffe doganali. Esso chiede che la Tariffa esca sfrondata di tutti i coefficienti di maggiorazione e che venga riportata ai dazi-base sanciti nella Tariffa preesistente, gia' sufficientemente integrati, ad effetto protettivo, dall'obbligo di pagamento in oro.
