DESCRIPTION - Editorial - In This Issue: This issue of CAIB examines government infiltrators and provocateurs who target progressive groups in the United States. The theme is something of a departure from our usual international focus, but in many ways it complements our previous work. For, in fact, the government's covert operations at home are often mounted against domestic groups which haye demonstrated a global consciousness which see their work inextricably linked with movements for change throughout the world Indeed, when President Reagan signed Executive Order 12333 in December 1981, he expressly gave the CIA the authority to infiltrateand to disruptdomestic organizations concerned with international issues. Now both the CIA and the FBI insist that citizens groups opposing U.S. foreign policy are fair gameeven if no wrongdoing is suspected. Constitutional requirements of warrants and of probable cause have been arrogantly waved aside when the government intones the magic 'foreign intelligence ' words , Another reason this study of infiltration and provocation is timely and appropriate is the apparent naiveté of many progressive people today, especially those too young to have been active during the heyday of COINTELPRO and Operation CHAOS, when the civil rights and antiwar movements were at- tacked by the FBI and the CIA in the 1960s and early 1970s. Too many people, it seems, think that the activities described in this issue of CAIB do not occuror in any event are no longer prevalent. History does not bear out such optimism. We hope this issue will helpnot to foster paranoia, but to engender a healthy realism. We investigate the problems of infiltration and provocation theoretically and historically, and look at a number examples, past and present, including the genocidal attacks on the Native American movement a decade ago (though Leonard Peltier remains in jail to this day), the infiltration of NASSCO steelworkers strike, and the current infiltration of the sanctuary movement. A NOTE ON THE HOSTAGE CRISIS - Whether or not the latest hostage crisis is over when this magazine is on the stands, a few comments are in order. In spite of the nation's zeal to retaliate, it is important to understand that the two most sanctimonious parties, Israel and the United States, have been guilty of equally blatant violations of international law, and on a far greater scale. Israel, in violation of the Geneva Convention, has been forcibly relocating innocent citizens of the lands it has occupied, and has been shown to have engaged in indiscriminate aerial bombardment throughout Lebanon. The United States, through the CIA, has trained, equipped, and unleashed terrorist bands in Beirut. Yet only one side is labeled terrorist. As Marines are shot in El Salvador, humanitarian aid given to the contras, in Nicaragua, and the humiliation of the hijacking festers, the rhetoric of the administration is adopted unquestioningly by the mass media and the Congress. We fear that the same knee-jerk frustration which sanctioned the invasion of Grenada in the wake of the Beirut Marine barracks bombing could lead to a full-scale war. We can only hope that everyone with a sense of conscience will resist such a move by the White House. Armed police units in Chicago are conducting futuristic mass raids, trampling the civil rights of the poor. Tenants are selected randomly for retinal scansa new technological identification process which scans and measures blood vessels at the back of one's eyes then matched against ID cards issued to building occupants- Tenants are placed under curfews, all visitors must leave by midnight, persons not on the leases, common-law spouses for example, are all summarily evicted. This is just an indication of the incredibly high state of domestic repression and surveillance which the Reagan years have inculcated, one which compels us to present another issue of CAIB focusing on these home-grown abuses. In this issue a number of experts analyze different aspects of this Reagan era repression, on the federal, state, and local levels, with both internal and international repercussions. We must bear in mind the ominous implications of a regime where an FBI man heads the CIA and a CIA man heads the government. The winds of change have swept over the Soviet Union and Eastern Europe. Through covert and overt encouragement, the West, especially the United States, has been an active observer of these events. In parts of the Soviet Union and in many Eastern European nations considerable power is now wielded by friends of the United States. In particular, the convergence of U.S. and West German interests and the headlong rush to unification calls for some sober reflection. With the assistance of a CIA President in Washington and a CIA Ambassador in Bonn, the new Germany has emerged as the leading force in Europe. As U.S.-instigated propaganda insinuates that the cornucopia of foreign aid will soon flow to America's new allies in the East, the economy at home continues to plummet deeper into a depression. Yet the intelligence community pursues, unrestrained, expensive investments high-technology through satellite surveillance, an expansion of human and military intelligence capabilities all in response to the changing global requirements. As cuts occur elsewhere, the CIA budget persists at an estimated $10-12 billion. The shift is towards economic espionage, and the KGB and CIA have entered into a limited partnership. The curtain may have been lifted but the actors have not left the stage. PHILIP AGEE - The U.S. continues to make life difficult for Philip Agee, former CIA operations officer and, since 1975, potent critic of the Agency. In 1979 the U.S. revoked his passport for exposing CIA officers and publishing material without clearance. Agee's challenge to the constitutionality of the State Department regulations under which his passport was revoked was denied by the Supreme Court in 1981. Agee, who has remained a U.S. citizen, was given first a Grenadian, then a Nicaraguan honorary passport. This September, the Violeta Chamorro government at the urging of the U.S. revoked the latter passport. In 1987, Agee applied for a new U. S. passport showing that, for years now, he had not divulged the identity of CIA personnel, and that he had submitted for clearance everything he had published. The State Department denied the application, refusing, contrary to its regulations, to present any of the alleged witnesses against Agee. Despite a ruling by its own internal appeal board, State continues in its refusal. This has forced Agee to file a suit in Federal Court, which is pending. This action is the latest in nearly twenty years of efforts to prevent Agee from speaking, above all to people in the United States. From the CIA's involvement in a variety of conflicts in South East Asia to the assassination of Martin Luther King Jr., we examine the breadth of illegal activities which the government attempts to cover up and which the mainstream media is afraid to explore. Information about CIA operations in Central America continues to surface. The CIA organized and controlled a group of Costa Rican intelligence officers who, for large retainers, spied on their own government. For many years the CIA clouded the fact that Manuel Noriega's relationship with the Medellin Cartel made him a very rich man. However, when Noriega began to tire of toeing the U.S. line, George Bush decided to act. Panama was invaded, thousands of civilians were killed, and Noriega was captured. Now Noriega will stand trial for activities that the U.S. once condoned. Perhaps even more appalling is the U.S. backing of the Khmer Rouge in their attempt to overthrow the Hun Sen government in Cambodia. Into this devastating conflict the U.S. government has sent food and covert military aid to support the guerrilla coalition. Pol Pot's Khmer Rouge is by far the strongest military contingent. If victorious, they would be in a position to gain complete power and return war-ravaged Cambodia to the nightmarish rule of the 1970s. Finally, the assassination of Martin Luther King Jr. must be reexamined in response to new evidence which reveals that James Earl Ray may have been set up. A self-professed political assassin, Jules Ron Kimble, claims that he was part of a conspiracy to kill King. Kimble says that he helped several members of the CIA plan and carry out King's murder. Additionally, new evidence suggests that there was a CIA identities specialist who helped Ray develop his aliases. These articles, as well as others in this issue, demonstrate how U.S. covert operations repeatedly work in direct contradiction to our society's professed values.
