Il manifesto del Governo Pontificio del 12 dicembre 1848 fu emanato a Roma per dare esecuzione ai decreti approvati dal Consiglio dei deputati. Il 24 novembre 1848 papa Pio IX era fuggito da Roma travestito da sacerdote per rifugiarsi a Gaeta, nel Regno delle Due Sicilie. Dopo la partenza del pontefice, Roma si trovò senza governo centrale diretto. Il manifesto del 12 dicembre servì a pubblicare e rendere esecutivi i decreti del Consiglio dei Deputati e dell'Alto Consiglio in un momento di forte tensione politica che portò, di lì a poco, alla proclamazione della Repubblica Romana.…
