Tenere insieme queste due visioni ha richiesto una doppia strategia: da un lato, si è operato alla scala macro e micro, per via di azioni "opportunistiche", in grado di usare al meglio le risorse a disposizione; dall'altro, non si è inteso rinunciare a depositare figure stabili, sviluppate nei tre progetti d'area per l'asse di via Giolitti, per il nodo di Porta Maggiore-Scalo San Lorenzo e per il recinto del Castro Pretorio.
