Non seulement le protestantisme rejetait le magistère romain mais il refusait en même temps de remettre l'Église aux mains d'une cléricature qui aurait seule le pouvoir de décider. Le processus de confessionnalisation et de progressive institutionnalisation des églises protestantes a contraint les réformateurs à poser les termes d'un ministère particulier, celui de la parole.
