Jugendliche, die Drogen nehmen, wollte niemand haben; die Freizeitheime warfen sie hinaus, die "à ffentliche Erziehung" nahm sie nicht auf, und die therapeutischen Angebote waren nicht auf sie ausgerichtet. Seit dem neuen KJHG, das in § 35a auch für solche Jugendliche eine Finanzierung erà ffnet, wurden sie für Jugendhilfe und Therapeuten so interessant, dass man heute sogar spezielle Kongresse über diese Thematik veranstalten kann.
