Phillips tells the Merriam brothers that the state has authorized the purchase of the dictionaries (Webster), for all state public schools and it was slightly delayed due to the absence of the secretary of state. He now hopes to move the process forward with an initial purchase of 500 copies with additional purchases in the future. He tells the brothers that several teachers in poor circumstances have contacted him, hoping to obtain copies on the same terms.
