It explores the ideas of various scholars and theorists who have studied the behavior of public administrators within organizations over many decades. The author examines the his…tory of how the field of public administration came to be organized around concrete categories of institutions, which resulted in an overspecialization of knowledge and the fragmentation of disciplines.
