Print on Demand. This book examines administrative behavior by studying the process of decision-making within organizations. It explores the ideas of various scholars and theorists who have studied the behavior of public administrators within organizations over many decades. The author examines the history of how the field of public administration came to be organized around concrete categories of institutions, which resulted in an overspecialization of knowledge and the fragmentation of disciplines. This resulted in a field that is often divorced from real-world experience and focused on internal processes, rather than external, political processes. By tracing the evolution of administrative theory and its prominent ideas, the author provides a framework to understand the tensions between politics and administration. The author does so by examining the relationship between value judgments and empirical observation, and the ways in which those two processes come together in the form of administrative decision-making. The author concludes that a useful way to distinguish administrative behavior is to examine its internal criteria for correctness, and that administrative institutions often avoid external control because of the technical, quasi-business or commercial nature of their work. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in the book.…

This essay explores what decision-making means in the field of public administration and why it should be at the center of study. It argues that a discipline needs a clear center to stay coherent while it addresses wide, practical problems in government and management.
The work frames decision-making as a core activity that guides how leaders plan, organize, and direct people and resources. It connects the way agencies interpret environmental inputs to the choices they make and the actions they implement. Readers will see how the environment, organizations, and decision processes interact to shape administrative behavior.
- How information from the environment enters organizations and how it is interpreted as tasks to be performed.
- Ways in which short-run inputs and long-run experiences influence planning and action.
- Different roles of the executive as a decision-maker within varying organizational contexts.
Ideal for readers seeking a foundational view of how decisions drive public administration and organizational change.
