The Commission was appointed in 1905 'to inquire: - 1) Into the working of the laws relating to the relief of poor persons in the United Kingdom; 2) Into the various means which have been adopted outside of the Poor Laws for meeting distress arising from want of employment, particularly during periods of severe industrial depression.' The Commission was famously split and its recommendations were published in one report. A large propganda campaign was organized by Sidney and Beatrice Webb in support of the recommendations for prevention of destitution. In the years that followed, the fabric of the old Poor Law was gradually dismantled and the new system of social insurance took its place. First edition (first printing). The preface is dated January 2nd, 1922; Strathlorne, N. S. The publisher information appears at the bottom of the spine on the binding "News Pub. Co. Ltd; Truro, N.S." also on the spine under the author's name is "Barrister at Law". From the preface "It has long been felt that an effort should be made to write a History of Inverness County. Many wished to have it done, but none seemed prepared to undertake the work. The almost total absence of public or private records germane to such a project made the undertaking peculiarly difficult. What little there was could not readily be found, because of the dearth of original records and the death of the old people. The book has no table of contents, index, pictures other that the frontispiece of the author, and no maps. But the book is teeming with names! The Chapter headings are: I The Pioneer Settlers'; Their Races: What they had to do; II Some Outlines of Cape Breton History; III A General Sketch of Inverness County, its Prominent Features. And some of its Distinguished Sons and Citizens; IV Farming in Inverness; V Religion in Inverness County; VI Some Old Schools and Some Old Teachers; VII Geological Notes; VIII Our Roads and Bridges; IX Our Fisheries; X Public Courts, Public Officials, Public Men, and Politics: XI District Sketches ( starting with the Town of Inverness, a total of 32 communities are listed). This is a massive work, 690 pages, and is bound in brown cloth. The binding is very sound, but the lettering on the spine is faded, and there is a 5mm chip missing from the top of the spine and about 2mm is bent over at the bottom of the spine. The text block is in fine condition not a blemish. A marvellous copy of one of the scarcer County Histories in Nova Scotia. It should be noted that this important book was reprinted a number of times since 1972 and these are priced up to $100. This book is heavy and will require additional postage.
