A proposal for a Pacific railroad "to be owned," according to Perham, "by the people in small sums." The proposed "route was from St. Joseph, along the Platte, the Pike's Peak gold fields, and through Utah to San Francisco" (Eberstadt). As the result of strenuous objections of the Union Pacific and Central Pacific railroads, as well as the southern railroads, the line was changed to a northern route connecting the Great Lakes with Puget Sound on the Pacific. Congress chartered the Northern Pacific Railway Company on 2 July 1864. New England businessman and promoter Josiah Perham (1803-1868) was elected its first president. The city of Perham, Minnesota, is named in his honor. Eberstadt 132:620. Vertical mailing crease at center of wrappers and text, wrappers chipped at edges, small chip near center of front wrapper repaired, a very good copy overall. Enclosed in a custom cloth folder and quarter leather slipcase. (#167041).

The author, Josiah Perham, was the first president of the Northern Pacific Railroad Company. This booklet presents the by-laws of the newly formed railroad company and the address of Mr. Josiah Perham.
