The author, who has spent a lifetime studying the issue, decries the institution of slavery as a disease eating away at the heart of the nation. While the Abolitionists and Colonizationists of the time had made some attempts to address the issue, the author argues their proposed solutions were too piecemeal and gradual to solve the problem quickly. Instead, he proposes a massive federal investment to remove the entire African slave population from the country, at the rate of 100,000 people per year. This ambitious plan would be funded by leasing the vast public lands in the west, and using the proceeds to purchase the freedom of slaves and help them establish themselves as free citizens in Africa. The author goes into great detail explaining how this would provide immediate and complete emancipation, while simultaneously solving the free black problem by helping transport free blacks out of the country to establish their own free colonies in Africa. Incisive and meticulously researched, this book shows how the implementation of the author's plan would pay for itself through increased economic activity, while also benefiting the nation morally.
