Doch welche Macht, insbesondere welche politische, üben die Medien in der Bundesrepublik Deutschland auf den Bürger aus Seit geraumer Zeit verstärkt sich in der klassischen Politikwissenschaft der Eindruck, Medien spielten eine Rolle im politischen System, die nicht nur bedeutsamer werde, sondern bedenkliche Ausmaße erreiche. (.) Politik bedarf in Demokratien, der öffentlichen Begründung; nur so sichert sie ihre Legitimation. Dies geschieht zu einem erheblichen Teil über die Medien 3 Wirtschaftliche und machtpolitische Aspekte verbinden sich mit Fragen und Problemen der Meinungsfreiheit und der Pluralität des Meinungsangebotes. Heute wird das Prinzip der Gewaltenteilung überwiegend als Bestandteil jeder Demokratie betrachtet. Allerdings diskutiert, ob die Verschränkung der Gewalten durch eine enge Zusammenarbeitund Verzahnung der Staatsorgane dem ursprünglichen der Gedanken der Gewaltentrennung zuwiderläuft und durch Lobbyismus und andere Einflussnahme die zentrale Stellung des Parlaments in Frage gestellt wird. In der öffentlichen Wahrnehmung wird die Bedeutungeiner unabhängigen Presse oft höher eingeschätzt, weshalb diese gelegentlich informell auch als vierte Gewalt bezeichnet wird.Die folgenden Kapitel sollen eine Einführung und Erörterung der Fragestellung nach den Einflussmöglichkeitenvon Massenmedien in der Funktion einer vierten Gewalt sein.

In dieser Öffentlichkeit, und nur in dieser, ist das, was wir in politischem Sinne Gesellschaft nennen, beobacht- und gestaltbar. 1Auf der anderen Seite erzeugt die Existenz von Massenmedien und das stattfinden von Massenkommunikation Bedingungen, die eine spezifische Strukturiertheit von Gesellschaft ermöglichen, Teile der Gesellschaft miteinander verbinden und Ordnung herzustellen.2Ziel dieser Arbeit ist es, Grundbegriffe der Soziologie und der Öffentlichkeit mit dem Medienbegriff zu verknu pfen und zu erörtern um festzustellen, wie Öffentlichkeit definiert und durch Medien hergestellt werden kann.Hierzu wird zunächst in Kapitel zwei auf den systemtheoretischen Hintergrund von Öffentlichkeit eingegangen. Sie gilt umso mehr, wenn wir Grenzen u berschreiten und mit Menschen kommunizieren, die eine andere Prägungerfahren haben.2Mit zunehmender Internationalisierung der Geschäftbeziehungen und Märkte haben sich auch die Geschäftsaktivitäten und felder der Unternehmen verändert. Die Akteure stammen aus kulturell verschiedenen Ländern, der Bedarf an Wissen um die Gemeinsamkeiten und Unterschiedeverschiedener Kulturen steigt. So weisen wissenschaftliche Untersuchungen fu r die interpersonale Kommunikation in der Wirtschaft nach, dass Manager im Durchschnitt 70% ihrer täglichen Arbeitszeitfu r Kommunikation aufwenden. 3 Dennoch lässt sich feststellen, dass gerade hier vielfach Ignoranz dominiert. Missverständnisse und Konfl ikte, die in der Wirtschaft zu Fehlschlägen ganzer Projekte und Geschäftsabschlu sse fu hren können, sind mögliche Folge von kulturabhängig unterschiedlichen Kommunikationsweisen sowie Handlungs und Deutungsvorraussetzungen, die in der interkulturellen Zusammenarbeit Beru cksichtigung finden mu ssen. 4 Statt mit Neugierde und Wissensdrang aufandere Menschen zuzugehen werden Vorurteile gefasst oder Werturteile ausgesprochen.Ziel dieser Arbeit ist es zunächst einmal die wichtigsten Grundlagen und Grundbegriffe der interkulturellen Kommunikation zu erläutern und vorzustellen (Kapitel zwei). Kapitel drei befasst sich dann mit der Frage, wodurch sich Kulturen voneinander unterscheiden und welche Probleme welcher Art innerhalb von diesem Kontext entstehen können. In diesem Zusammenhang werden zehnkulturspezifische Strukturmerkmale als Unterscheidungskriterien herangezogen, die unter anderem auf die unterschiedlichen Mentalitäten, Werte, das Denken und die Interaktionen zwischen Menschen verschiedener Kulturen eingehen.
