He also held various positions between 1973 and 1991 at the U.S. Institute of Peace and National Security Council Interagency Task Force including with the deputy attorney general of the United States, where he was co-chair in March 1990 of the U.S.-USSR talks in Moscow and Leningrad on the rule of law.
