It discusses the legal implications and the validity of a formal "state of war" when actual hostilities have ceased but no peace treaty or formal agreement has been signed and analyzes relevant provisions and principles of the UN Charter and the League of Nations Covenant concerning the use of force, the termination of conflict, and the obligations of member states. Feinberg was a prominent scholar in international law with a focus on the Arab-Israel conflict. The former owner of this copy, John Norton Moore, is a retired faculty member from the University of Virginia and authority on international law, national security law and the law of the sea. He also held various positions between 1973 and 1991 at the U.S. Institute of Peace and National Security Council Interagency Task Force including with the deputy attorney general of the United States, where he was co-chair in March 1990 of the U.S.-USSR talks in Moscow and Leningrad on the rule of law.
