The record of my conversations with private individuals in Italy filled many note-books, and extracts from the voluminous literature on the subject have filled still more. An excessive scrupulosity (the product, doubtless, of a long training in research)forbade me to formulate conclusions until I had consulted every available book and article.thus the select bibliography (which incidentally is confined to books and pamphlets, omitting all articles in reviews and newspapers) represents but a small proportion of my own reading. .in addition to his universal jurisdiction over all Catholics, the Pope.as well as being Bishop of Rome, he is also Primate of Italy. Finally, the practical nexus between the fortunes of the Holy See and the Italian Church has been made abundantly clear by the character of the Lateran agreements of 1929: Piux XI insisted that the Treaty settling the political dispute between Italy andthe Papacy should be accompanied by a Concordat regulating the position of the Catholic Church in Italy, and even claimed that the two instruments were indissolubly connected. The overwhelming weight of these facts convinced me,therefore,that any attempted divorce between Mussolini's relations with the Holy See and Mussolini's relations with the Italian Church would be impossible in practice; hence my decision to deal with both of them pari passu and to take as the focal point of this work the settlement of 1929 in its political as well as its religious aspects.'
