São relatórios extensos e persuasivos, acompanhados de mapas e documentos, com o fim de comprovar, por meio de razões históricas, geográficas e de outros instrumentos jurídicos do direito internacional, que aquela parte extrema do território pertencia ao Brasil por uti possidetis. Este volume é, pela primeira vez, publicado em português, contendo as duas Memórias: a primeira de 1899, inclusive a última edição de L Oyapock et l Amazone, de Joaquim Caetano da Silva, e a outra, que é a réplica à argumentação francesa, seguida também de farta documentação. A única edição anterior, em francês, fora feita em 1945 e incluída nas Obras completas, que comemoravam o centenário do Barão. Na introdução, o senador Sarney lembra que o Amapá é o único estado do Brasil que se tornou brasileiro pela vontade de ser brasileiro e que estas Memórias representam o grande romance da história do Amapá .
