Ralph Balzer untersucht die Möglichkeit der Abschaffung des Beamtentums unter dem Grundgesetz.Der Schwerpunkt liegt dabei auf dem Republikprinzip des Grundgesetzes, das der Autor in seinen historischen Bezügen und seinen staatsrechtlichen Auswirkungen auf die verfasste Gesellschaft beleuchtet. Das Grundgesetz sieht für das Berufsbeamtentum eine institutionelle Garantie vor. In Deutschland gilt das öffentliche Dienstrecht als integraler Bestandteil des Staatsrechts. Das historisch gewachsene Amtsprinzip, das einen Kernbestandteil der Republik darstellt, ist sinnvoll nur vorstellbar, wenn die Ämter von Beamten besetzt werden.
