Il était l'arpenteur général du Canada (1885-1924) et Directeur général du Canada pour le Bureau des enquêtes (1922-1924). De son vivant, les arpenteurs canadiens ont utilisé sa technique phototopographique pour cartographier 83 678 kilomètres carrés, soit environ la taille du Royaume-Uni.La première édition de ce livre a été publié en 1889, au sein du bureau des Services d'arpentage, et a été réservée à l'usage des inspecteurs de levés photographiques.
