Contient L'Abstention (1863) ; les Propos de Labiénus (1865) ; Histoire d'une brochure (1866) ; L'échéance de 1869 (1866) ; Le Deux décembre et la morale (1866) suivi de l'Histoire du Deux décembre par Sir A.W. Kinglake. Citoyen « modeste et courageux », il eût droit à un enterrement aux frais de la ville de Paris, afin de «reconnaître les services rendus par M. Rogeard à la cause républicaine. Professeur de langues anciennes, il fut révoqué en 1852 pour avoir refuser de prêter serment à Napoléon III, fonda le journal Rive gauche puis publia le fameux Propos de Labienus en 1865, admiré par Baudelaire. Ce célèbre pamphlet contre Napoléon III lui valut l'exil à Bruxelles, Londres puis Madrid (1868). Cet « acharnement de Napoléon III, de ses conseillers, de sa police. à traquer en France et hors des frontières la brochure insolente (et son auteur) fit certainement beaucoup pour le succès incroyable du libellé » (Launay). L'amnistie prononcée en 1869 aurait pu lui être profitable, mais il protesta « cette dernière injure jetée à la renaissance du droit par l'agonie de la force (quelle belle formule !). Je le dispense de la peine de m'ouvrir la frontière ; je rentrerai à mon heure et non à la sienne, pour remplir mon devoir et non pour subir sa grâce » (Stuttgart, août 1869).
