A purchase order does not guarantee successful project delivery. A supplier may have received an order while engineering information remains incomplete, manufacturing milestones are slipping, inspections are delayed, logistics arrangements are unresolved or final documentation is incomplete. The handbook consequently treats vendor performance as an active project-management responsibility. The logistics and material-management philosophy follows the same integrated approach. Manufacturing completion is not equivalent to site availability. Materials must pass through inspection, release, packaging, transportation, customs, port handling, inland transportation, receiving, storage, preservation and material issue before they become available to construction. The construction-management section then brings together the outputs of engineering and procurement and converts them into executable workfronts.>One of the central concepts of the book is therefore: Right Information + Right Materials + Right Resources + Right Workfront = Construction Readiness A late engineering deliverable may delay procurement. A late vendor drawing may delay engineering. A delayed equipment shipment may prevent construction. An unavailable workfront may create labor and equipment idle time. Poor construction productivity may affect the schedule and cost forecast. Incomplete testing may delay commissioning. Incomplete documentation may delay handover. The EPC Project Manager must therefore understand the cause-and-effect relationships across the entire project lifecycle.The handbook is therefore intended to serve not merely as a book to read, but as a working reference for EPC project execution.
