Andrew affixed to the title page, top edge: "With the Respect of" in print foll…owed by what appears to be Andrew's facsimile signature. 140 pages, with Appendix, which includes data related to the Civil War, i.e., Regiment information, 20-page list of Officers who died (name, rank, date, remarks), and a list of General Officers and their fates. The last two mentioned lists are of potential interest to researchers and genealogists/family historians. John Albion Andrew was the 25th governor of Massachusetts, holding that office from 1861-1866. He served as governor through most of the Civil War, leading his state's contributions to the Union's cause. He was also a driving force behind the creation of some of the first African American units in the United States Army, including the famous 54th Massachusetts Infantry.

State of the State address by the wartime Governor of Massachusetts mainly concerned with war efforts in the final months of the conflict. He is clear on hi…s views on the end of slavery and future of African Americans: "So, too, let the color of an African extraction, so long the badge of Slavery, cease to be the badge of exclusion from any of the privileges of citizenship. Let intelligent manhood enjoy that recognition and reap its due reward. Then we will restore government, order and society. Then we will reconstruct the States in rebellion, on a ground of principle and faith which will command the friendship of the Nations, the sympathy of mankind, and the benediction of God." Institutions of public charity and corrections, hospitals for invalided soldiers, schools and colleges, Naval Credits, he hints at migration of women to remote Western communities (Oregon and California) as the census shows a excess of women in Massachusetts and a surplus of men in the named communities. Appendix at end includes resources and liabilities, list of regiments, (Infantry, Cavalry, Artillery, Corps d'Afrique) batteries, companies (numbers of men) including the 54th all black Infantry Regiment, (names of commanders), list of Massachusetts Officers killed during the war (rank, date, place).
