These volumes come with a photocopied letter laid in, dated Dec 13, 1979, to Donald Fredrickson, Director, National Institutes of Health, signed by five scientists including study editor Warren Winkelstein, on UC Berkeley letterhead. The letter states: "The attached resport, entitled 'Effects of Nuclear Weapons Testing on Health'.has received its final review and accurely represents our response to your charge of April 27, 1979." Dr. Fredrickson's charge, reprinted inside Vol 1, had been for the scientists to "review the available HEW materials for their completeness and adequacy for answering questions about the health effects of low-level ionizing radiation." Emphasis in the study is on the Utah, Nevada, and Arizona regions where people were most affected by fallout from nuclear weapons testing.
