Its stated purpose was to assist in the effective enforcement of prohibition measures, aligning with the national temperance movement and the ratification of the Eighteenth Amendment. The document begins with the full text of a constitutional amendment adopted by Arizona voters on November 3, 1914, which was added to the state constitution as Article XXIII. This amendment prohibited the manufacture or introduction of intoxicating liquors into Arizona. It criminalized the sale, barter, exchange, or distribution of ardent spirits, ale, beer, wine or intoxicating liquor of any kind, prescribing penalties of imprisonment (from ten days to two years) and fines ($25 to $300) for violators. However, it specifically exempted denatured alcohol used for non-beverage purposes. A second amendment, adopted on November 7, 1916, and numbered Article XXIV, follows immediately in the pamphlet.
