Im civilisirten Deutschland kann und darf aber der Vorschlag (Weinholds) der Infibulation keine Entschuldigung fin…den, wenn nicht zu fürchten stehen soll, dass über kurz oder lang auch die Castration und Anthropophagie in Vorschlag kommen könnten. . Ist aber dennoch bei Menschen, . von Seiten des ungezügelten Geschlechtstriebes ein Nachtheil für den Staat zu fürchten, so kann es nur für der Natur gemäss erkannt werden, dass alle Mittel in Anwendung gebracht werden, um bei solchen Menschen der Vernunft die verlorene Gewalt über den Geschlechtstrieb wieder zu verschaffen, und dass bis dahin auch Mittel angewendet werden, um die aus dem ungezügelten Geschlechtstriebe solcher Menschen zu befürchtenden Nachtheile möglichst zu verhüten. Wider die Natur ist es aber, dass solche Menschen und überdiess noch um derselben willen alle übrigen zeugungsfähigen und der Zeugungsfähigkeit sich nähernden männlichen Einwohner eines Staates ohne Unterschied auf eine physische oder mechanische Weise ausser Stand gesetzt werden sollen, . den Geschlechtstrieb auf eine erlaubte Art befriedigen zu können. Soll ein solcher Vorschlag nicht für naturwidrig und grausam erkannt werden, so sind auch die Vorschläge, in jedem Staate allemal eine gewisse Anzahl Menschen vom männlichen Geschlechte castriren zu lassen, oder eine gewisse Anzahl Kinder gleich beid er Geburt umzu bringen, nicht für wider die Natut laufend und grausam zu erkennen." (S. 3 und 17f.). Christian Friedrich Ludwig Wildberg (1765 - 1850) war seit 1791 Doktor der Medizin, folgte 1820 einem Ruf als außerordentlicher Professor nach Berlin und später nach Rostock und kehrte 1825 nach Neu-Strelitz zurück.
