The 1954 Geneva Agreement, which ended the colonial phase of the Indo~China War, sought to establish Laos as a stable buffer between Communist North Vietnam and non~Communist Thailand. The 1962 Geneva Agreement halted a desultory Laotian civil war which had resulted from the failure of Laos to achieve internal political stability, partly because East and West would not refrain from backing the Laotian factions they favoured. That agreement broke down because by 1963 the Communist rebellion in South Vietnam was fast developing into the limited war between North Vietnam and the United States. Eastern Laos was vital to the North Vietnamese for the development of their supply routes into South Vietnam; and the United States continued to supply and support guerrillas in Northern Laos. As the second phase of the Indo~China War intensified Laos became more deeply involved until in 1971 Vietnamese battles were waged openly on Laotian soil. Laos was no longer a buffer state but a battleground. This is the story that the author traces from its historical sources. in the ancient clash of civilizations in Indo~China and in the process of French empire~building, through the Second World War and the French Indo~China War, to the breakdown of the Geneva Agreement of 1962 ~ from which point the Laotian problem became less and less distinguishable from that of the Indo~China War as a whole. He analyses such factors as ethnic composition, the basic conflict of interests between Thailand and Vietnam in the area, the influence of Communist North Vietnam, the Lao nationalist movement after the Second World War which excluded the hill peoples, and the Pathet Lao rebellion that included them.…
