The 1962 Geneva Agreement halted a desultory Laotian civil war which had resulted from the failure of Laos to achieve internal political stability, partly because East and West would not refrain from backing the Laotian factions they favoured. That agreement broke down because by 1963 the Communist rebellion in South Vietnam was fast developing into the limited war between North Vietnam and the United States.
