Die Ergebnisse zeigen den entscheidenden Einfluss des Emissionshandels für die Wirkung der übrigen Instrumente. Ist nämlich die Höhe der Emissionen durch den Emissionshandel vorgegeben, so tragen weitere Politiken nicht mehr zur Reduktion der Klimagase bei.
