The members of the public accepted the program but due to the problems faced by the program it cannot meet the parents' demand. It reveals that there is the need for government to be consistent in its policy and programs, then shun corruption in education. It therefore recommended that, more schools should be established, the schools should be given cash allocation and special incentives for teachers and their heads. Non-governmental organization, companies, medium and small enterprises can intervene to complement government efforts. 136 pp. Englisch.
