Spulber describes and evaluates the views of theorists and practitioners who were directly involved in the problems and policies of four major economic events: the Great Depression (1932/33 - 1941), post-World War Il countercyclical stabilization (1945?60), competition with growth-accelerating countries (1961? 74), and the Great Stagflation (1974?84). Spulber shows how and why a widely accepted public policy emphasizing consumer demand was superseded during this period by a policy emphasizing investment demand, first in order to accelerate economic growth and, subsequently, in order to expand business productivity. This shift was accompanied by a change in the prevailing conceptions of the functions and scope of the federal government's activity and the pattern of allocation of public funds. The book considers the ways in which economic theory?particularly the contributions of John Maynard Keynes?and the controversies among economists around Keynes's heritage interacted with policy debates and with government economic management and legislation. Spulber finds that, notwithstanding later criticism of economic methods, analyses, and forecasts and despite ups and downs in popular perceptions of the public role of professional economists, contributions to policy making and implementation during this period were, on the whole, creative, resourceful, and successful. This challenging study is addressed to students of political economy and macroeconomics and to general readers seeking to understand the complex and critical role of government intervention in the American economy.
