Introduced in 1991 under the Keating Government, the scheme required recruits to complete 12 months of full-time training (identical to regular forces), followed by four years of part-time reserve service (including 50 training days per year). A review of its operations was instigated three years after its commencement. The review report is divided into three parts. Part I outlines Australia's approach to reserve forces and the emergence of the Ready Reserve Scheme - includes an analysis of the costs and benefits of reserve forces in general. Part II looks at the specific ways in which each of the three services applied the Scheme and looks at specific recommendations as they relate to the individual services. Part III looks at a number of tri-service issues and gives conclusions and recommendations. The review noted that Ready Reserve units cost roughly 60 to 65 percent of equivalent full-time regular units. The raview acknowledged that if Australia had unlimited financial reiources the strategic preference for relying solely on full-time regular forces would be overwhelming. However, it was moted the Ready Reserve Scheme served as a more viable economic compromise than traditional, less-effective reserve models. The review and subsequent military analysis highlighted that the scheme worked best in infantry elements, whereas training technical trades/professions proved difficult due to dispersed geographic locations and part-time constraints.…
