La très longue vie de Barbé-Marbois comprend soixante-six ans d'activités professionnelles, où les échecs retentiss…ants furent aussi nombreux que les succès. Il était fils d'un ancien épicier en gros, devenu directeur de la Monnaie de Metz, et aspirant à la noblesse. Par la protection du marquis de Castries, il entra dans la diplomatie, et servit de 1768 à 1779, à Ratisbonne, Dresde et Munich, comme attaché de légation, puis chargé d'affaires. Son chef de poste La Luzerne étant nommé ministre aux Etats-Unis, il eut l'occasion de l'accompagner à Philadelphie, et de joindre la connaissance du Nouveau Monde à celle des intrigues des Cours germaniques. Pendant ces premières années de l'Indépendance, Barbé-Marbois se lia avec Washington et épousa (1784) la fille de son ami Moore, commerçant et banquier, président du Conseil exécutif de Pennsylvanie. Son rôle principal consista à organiser les huit consulats français qui fleurirent alors, de Boston à Charleston, pour accompagner le nouveau mouvement des affaires issu du traité de Versailles. La protection conjuguée du marquis de Castries (devenu maréchal, puis ministre de la Marine) et des La Luzerne (le frère du ministre aux Etats-Unis devenant gouverneur des Iles-sous-le-Vent) conduisit Barbé-Marbois, en 1785, au poste d'intendant général de Saint-Domingue. L'île était en pleine « révolte blanche », les colons se scandalisaient des mesures sociales que Louis XVI venait de promulguer en faveur de la population noire ; surtout, le maintien partiel de l'exclusif, notamment sur les farines, créait des tensions redoutables, puisque la farine importée de France coûtait deux fois plus cher que les produits américains de contrebande. Les relations de Barbé-Marbois avec les colons furent détestables : malgré les félicitations personnelles du roi, il dut pratiquement s'embarquer sous la pression de l'émeute, le 26 octobre 1789. A son retour en France, à 44 ans, Barbé-Marbois allait perdre successivement son protecteur de Saint-Domingue, le marquis de La Luzerne, qui mourut à Londres en 1791, enfin son premier protecteur, le maréchal de Castries, qui émigra la même année. Il était désormais sans patron. Réintégré aux Affaires étrangères, envoyé à Ratisbonne puis à Vienne pour tenter de neutraliser l'activisme belliqueux des Girondins, il échoua. A la déclaration de guerre, il venait de « quitter le service ». En février 1795, la gloire de son beau-frère Kellermann, qui avait épousé sa soeur Marie, lui valut d'être désigné comme maire de Metz ; en octobre, il fut élu aux Anciens, où il prit une attitude résolument réactionnaire. Faussement accusé par d'anciens conventionnels d'avoir collaboré à la rédaction du traité de Pillnitz, il riposta en critiquant les finances du Directoire, notamment les marchés de fournitures militaires. Les haines ainsi accumulées explosèrent au coup d'Etat du 18 Fructidor, et le firent inclure parmi les déportés en Guyane : son expérience des tropiques lui permit de résister au climat, mieux que plusieurs de ses compagnons. Sa femme cependant, demeurée en France, y devenait folle d'inquiétude : elle mourut en 1834 sans avoir jamais recouvré la raison. Lors de son séjour au Conseil des Anciens, Barbé-Marbois s'était lié d'amitié avec Lebrun, qui le fit rappeler en France après le 18 Brumaire, puis intégrer au Conseil d'Etat. A ce titre, il eut à apurer, avec sévérité, les comptes des opérations militaires dans l'Ouest breton et vendéen. La réputation d'intégrité qu'il s'était acquise, son expérience internationale et la protection de Lebrun, devenu consul, lui firent obtenir la direction du Trésor à la mort de Dufresne (février 1801).
