Das Ringen um ihre Gründung war ein ständig…er Kampf gegen die deutsche Misere, gegen Unverstand, Unvermögen und nationale Interesselosigkeit der damals herrschenden Klasse. Er fand im Jahre 1906 einen ersten Abschluß, als national denkende und handelnde deutsche Buchhändler entgegen der reaktionären antinationalen Politik des preußisch-deutschen Imperialismus die mehrfach von fortschrittlichen Kräften aus Kreisen der Wissenschaft und Kultur geäußerten Gedanken zur Gründung einer deutschen Nationalbibliothek aufgriffen, energisch verfolgten und zum Ziele führten. Bereits die patriotische Tat des Verlegers Heinrich Wilhelm Hahn, der die Anregung zur Einrichtung einer Reichsbibliothek gab und als erster der Frankfurter Nationalversammlung seine Verlagsproduktion selbstlos zur Verfügung stellte, und dasWirken des Reichsbibliothekars, Dr.Johann Heinrich Plath, für den Aufbau dieser nationalen Bibliothek müssen als die wahre Geburtsstunde der Deutschen Bücherei angesehen werden. Wenn damals auch der Aufbau einer deutschen Nationalbibliothek über die ersten Ansätze nicht hinauskam ? die Ursache lag nicht zuletzt in der unvollendet gebliebenen bürgerlich-demokratischen Revolution und den damit nicht mehr gegebenen politischen und gesellschaftlichen Bedingungen für die Existenz einer nationalen Sammelstätte der deutschen Literatur ?, so geriet der Gedanke an eine Nationalbibliothek in der Öffentlichkeit nie mehr inVergessenheit.
