Vatikan. Konzil 1869/70 letztmals spektakulär in Erscheinung." (NDB) - "Er besaß geradezu staunenswerthe Kenntnisse auf dem ganzen Gebiete der Theologie, Jurisprudenz, Staatswissenschaften und auch selbst der schönen Litteratur [.]. Man sagt nicht zu viel mit den Worten: Rauscher war nicht blos jedem Geistlichen in Oesterreich überlegen, er übersah die gesammten Bischöfe, es ist fraglich, ob es in der ganzen römischen Kirche einen Bischof gab, der ihm an Allseitigkeit und Gründlichkeit der Kenntnisse gleichkam. [.] Aber trotz dieser geistigen Bedeutung war er kein genialer Kopf, vielmehr durch und durch scholastisch formalistisch gebildet; es fehlte ihm die Productivität eigener Ideen und jeder ideale Schwung; die Religion selbst war ihm nur ein Mittel, die Masse zu guten Staatsbürgern und gehorsamen Befolgern der kirchlichen Vorschriften zu machen. [.] Ihm war das alte monarchische Staatswesen, wie es vor 1789 herrschte und in Oesterreich bis 1848 bestanden hatte, das einzig richtige. Aber dieses war nach seiner Ansicht gründlich verdorben worden durch die unglückliche Idee der Staatsallmacht, welche in das Gebiet eingegriffen habe, das der Kirche, d.h. der Hierarchie, vorbehalten sei. Rauscher hatte aus seinen Studien die Meinung fast zur fixen Idee gestaltet, daß alles Unheil der neueren Zeit durch die schlechte Philosophie, die Freimaurer und die Vereine bewirkt werde; er hielt dafür: die durch die 'Encyklopädisten' hervorgerufene Richtung verfolge nur das Ziel, den 'Staat ohne Gott' auszuführen. Diese Ideen ziehen sich wie ein rother Faden durch seine Hirtenbriefe, Ansprachen und Herrenhausreden. Gegen diesen verneinenden Geist hielt er nur ein einziges Mittel für geeignet: eine starke einheitliche, staatliche Gewalt, im treuen Bunde mit der geistlichen, welche auf der Grundlage der Kirchengesetze das gesellschaftlich-rechtliche Gebiet beherrschen könne und überall von jener unterstützt werden müsse."
