Il professor Blackett, illustre fisico britannico il cui lavoro dur…ante la guerra si era occupato della valutazione matematica dei risultati delle operazioni militari, tenta di trovare una base razionale per una linea di condotta politica in particolare nel campo del controllo internazionale dell'energia atomica, che differiva notevolmente sia dalle convinzioni sviluppate dagli scienziati atomici americani e inglesi nel 1944-45, sia dalle posizioni ufficiali dei rispettivi paesi. Qualunque sia il giudizio sulle conclusioni politiche del professor Blackett, il suo libro sollevò all'epoca una serie di questioni di pianificazione militare ed economica nel campo dell'energia atomica che avrebbero richiesto una discussione più dettagliata e tecnica di quanto sia stato possibile. Sfortunatamente, le informazioni disponibili su alcuni di essi erano molto limitate dal momento in cui le due superpotenze dell'epoca, USA e URSS, non misero a disposizione della comunità scientifica e dell'opinione pubblica abbastanza informazioni in questi e in altri campi rilevanti per rendere possibile una discussione pubblica intelligente. Le baron Blackett (1897-1974), physicien britannique, fut l'élève de Rutherford. Il obtint le prix Nobel de physique en 1948 pour pour la mise au point de la méthode de la chambre à brouillard de Charles Wilson et ses découvertes dans les domaines de la physique nucléaire et du rayonnement cosmique.
