The interplay of the two approaches is an interesting phenomenon. Kenya, then a country surrounded by many others in conflict was peaceful. It made several attempts to mediate her neighbours' conflicts between 1985 and 2005. It is not easy and conclusive to suggest whether Kenya's participation was entirely a regionally backed effort or entirely a state approach. From the book, modern Realists back Statism whereas Neo-liberalists support Regionalism. The question whether identities of states change due to cooperations is an issue. Objectives of states notwithstanding, their association with other states remain an important element of their behaviour.
