Dieser Band, mit dem Buch II "Der Beamtenstaat 645-1192 (Altertum)" beginnt, gliedert sich in 2 Hauptteile, von denen jeder eine der beiden Bandhälften einnimmt. Teil I "Die Entwicklung vom Geschlechterstaate zum Beamtenstaate (Taikwa-Reform) 645-700" bringt die Einführung der chinesischen Einrichtungen und Kultur, gewöhnlich bezeichnet als die "Taikwa-Reform" nach dem Nengö "Taikwa", d. h. Große Veränderung (645-649), mit dem sie beginnt. Zu einem formellen Abschluß gelangt sie in der alle die Neuerungen bis in sämtliche Einzelheiten hinein mehr oder minder methodisch schriftlich genau festlegenden, berühmten Taihö- (701) und Yörö- (718) Gesetzgebung, erhalten in dem amtlichen Kommentar ,Ryö no Gige" von 833. Dieses selbst bis hinein in die Neuzeit noch fortwirkende, umfangreiche Staats- und Verwaltungsrecht nebst Strafgesetz bildet die gesicherte Grundlage für die tatsächliche Durchsetzung und Verwirklichung der großen Umwandlung auf allen Gebieten, die Teil II behandelt: "Die Durchführung des Beamtenstaates 700 bis ca. 850". Dieser Zeitraum, in dem unter Kaiser Kwammu (782-806) der Höhepunkt des Beamtenstaates erreicht wird, umfaßt die Nara-Zeit (710-784) und den Anfang der Heian-Zeit (nach 794), wie diese nach dem freilich ziemlich äußerlichen Unterschei-dungsmerkmale der jeweiligen Hauptstadt benannten und eigentlich keine sachlichen Geschichtseinheiten bildenden Zeitabschnitte bezeichnet zu werden pflegen. Die Herrschaft der letzten 4 Kaiser (807-850) kann betrachtet werden als eine Zeit des Überganges zum Zeitalter des Verfalles des Beamtenstaates, für dessen Beginn eine ganz genaue Scheidelinie sich natürlich nicht ziehen läßt. Die Darstellung jenes Verfalles, die den 3. und letzten Teil von Buch II zu bilden hätte, schließt ab mit der Verlegung des Sitzes der Zentralgewalt von Kyoto (Heian) nach Kamakura im Osten und damit zugleich mit der Begründung des Feudalstaates (1192). Die beiden vorliegenden Teile aber bilden auch für s/ch allein als vollständige Geschichte der Übernahme der chinesischen Kultur durch Japan im 7. bis 9.
