Max Gardner was inaugurated as governor of North Carolina just in time to guide the state through the darkest days of the Depression. To make the state more responsive to its people he reformed virtually every aspect of North Carolina's state government, including the administration of the state's institutions of higher learning. These he consolidated into one administrative unit, thereby creating the Consolidated University of North Carolina, one of his proudest achievements. During the presidential campaign of 1932 Gardner helped to secure the nomination and election of fellow governor Franklin D. Roosevelt as president of the United States. The following year he went to Washington where he became one of the most successful lawyer-lobbyists in the nation's capital and an important backstage figure in the New Deal. His extensive business connections made him a valuable link between the business community and the Roosevelt Administration, and during World War Il he was chairman of the Advisory Board of the Office of War Mobilization and Reconversion. After Roosevelt's death Gardner continued to be held in high regard at the White House. In 1946 President Truman made him the undersecretary of the Treasury, and later that year he was appointed ambassador to the Court of St. James's. But on the eve of sailing to London to assume the duties of his important diplomatic post he suffered a fatal heart attack. While historians have been aware of Gardner's sweeping reforms in North Carolina, they have been almost totally unaware of the extent of his behind-the-scenes influence in New Deal Washington. Little has been previously known, and nothing published, of Gardner's secret role in frustrating FDR's attempted purge of Senator Walter F. George in the congressional elections of 1938. In this volume the author gives the details of Gardner's anti-Roosevelt activities that still enabled him to maintain his urbane ties with the White House. Dr. Morrison also sheds light on the almost father-son relationship that existed between Gardner and Drew Pearson, the Washington political columnist. Before Pearson's death in 1969 he talked at length with the author about various aspects of this extraordinary friendship between the muckraking columnist and one of the most remarkable North Carolinians of the twentieth century. XX The late Joseph L. Morrison graduated Phi Beta Kappa from The University of North Carolina at Chapel Hill. He received his M.A. in history from Columbia University and his Ph.D. in history from Duke University.
